General Information
Edward Coleman is a Partner with Webster, Chamberlain & Bean primarily representing charities, social welfare organizations, social clubs, trade associations and fraternal organizations. These entities include Boys Town, United Way, Significance Foundation, AARP, National Club Association, and the National Fraternal Congress of America. He has appeared in the U.S. District Court, and at various levels of the IRS, including its headquarters, District Offices, Service Centers, Appeals, and Chief Counsel. He is the author of The Federal Tax Treatment of Private Clubs and an editor of the Nonprofit Legal & Tax Letter. He has spoken at numerous national tax conferences and has been a guest lecturer at Georgetown University Law Center Master Tax Program in the exempt organizations course. He was Chairman, Exempt Organizations Subcommittee, Non-501(c)(3) Organizations, ABA Section of Taxation. He is a member of the The Exempt Organization Tax Review Advisory Board and The College of Tax Counsel.
He was previously employed by the IRS for over twenty years in various managerial positions including the Director of the National Office Exempt Organizations Division. His employees were responsible for reviewing applications for tax-exempt recognition, preparing technical advice memoranda, and private letter rulings, developing guidance and Revenue Rulings and Revenue Procedures, and carrying out educational activities for the general public. He spoke on behalf of the IRS at various national tax conferences and served as an expert witness in several U.S. District Courts and the U.S. Tax Court.
